Yearly reminder sending out duplicate emails

It looks like our yearly email reminder sent out a duplicate email and I'm trying to figure out why.

These 2 events were significantly far apart from each other, so they get treated independently. Just the customer booked both these events at the same time last time. We use book date to determine when to send, not event date.
