Wishlists are giving all items its own advance time

All the wishlists coming in are showing conflicts due to advance times being added to individual line items.

It's happening because you are sending them over with 11:59 pm as the end time. Currently they need to be rounded to the nearest 15 minutes, so 11:45 pm or 12:00 am.
