Why do some customer emails have the option to resend, but some don't?

I'm referring to the "Resend" option in the log. See attached screenshot. It looks like all vendor emails and some customer emails have the option to resend.

Yes, in the log you will find that vendor emails can be resent...as well as customer emails that were originally sent out automatically through the system--not manual emails for customers.
