Read Only Access Not Working Properly

Kit (Username Bprkit) has Read Only access to Delivery tab, however, I did some random tests on May 2, 2014 delivery schedule and moved the placement of a few of the deliveries to a completely different truck and it allowed me to save the changes. I then logged in as administrator to determine if the changes made under the read only access account did occur and they were changed. Please help to correct this as I would like my staff to have access to this tab but in a view only status.
