Optional Fields and fees. (Drop down)/Surfaces display order.

I am aware that fees may be applied to certain optional fields. However, I've created a drop down using the optional fields feature and was wondering is there a way to apply a fee when a particular selection is made.
I've created a list of the prefectures (like the U.S.' states) of Japan and shipping to each is a different price. I've tried using the surface feature but then my prefectures are not in the order I put them in.
If there is a way to put my surfaces in a particular order that would help immensely. I've tried numbering, no go.

Connecting the fee to a drop down answer in Optional Fields isn't an option right now. You would need to give different check box options and link the fees for now. This is something that may be available in the future.
Currently, the surfaces automatically show up in alphabetical order regardless of what order you put them in. This also may change in the future...for now you may want to try numbering them like this in the order you would like them to show:
