Incorrect county, travel charges for a new order

Delivery came to $40, should be 0. It's also showing Columbiana county, which is incorrect. No warning from Taxcloud, indicating that the address is accurate. also looked it up on usps website to confirm, and the address is correct.
Our phone staff uses county to determine which office handles the delivery...so we need that functioning.
Any idea what's up?

Actually, it wasn't that lead that pre-dated the venue county, but the venue was changed to "kent rec center" when it was created and the venue "kent rec center" was from a lead that pre-dated it.
