Fees not calculated when saving lead

When creating a new lead, the fees associated with items selected are not applied when simply clicking 'save'. I have used fees to assign the delivery, set up, and removal fees for particular items depending upon the type and number of items rented. They are applied correctly if 'update' is clicked. They are also applied correctly in the customer quote page. Is there a way to have the fees apply when clicking 'save'? You can view lead 1976883, which was just saved. If I select 'recalculate' and 'update' it is calculated correctly.
