Cant set a Lead to Complete

Order #5008749. I'm reconciling completed orders from our old inventory system, meaning orders that were paid for already during our transition to IO. I'm just matching up pricing and marking the balance to say Paid in Full in the IO contract tabs. Some orders won't move to Completed even tho the event has passed and the Balance is paid. I check the status permissions and don't see what the issue would be. I also am blocked from manually completing the lead.

I cannot find lead 5008749, is there another lead example in which this is happening?
