Can a customer sign a contract after job has been moved back to quote status?

Can a customer sign a contract and pay, even if the lead is moved from the contracted status to the quote status?

This used to be possible, but we don't allow the customer access to the contract page anymore if the status of the lead isn't a contracted status or higher.
The customer could only do this if they already have the contract window open in their browser and don't refresh the page at any point from the time you changed the status.
