I thought there was a setting that would not let a customer book within a set amount of time? I don't want customers to be able to book anything within 2 days. Does that setting exist?

Yes, go to Settings->Pricing->Payment Options. It it near the top: Must Precede Event By

Can you look at ID 951491 because she booked a day before and I have a 2 day listed.

That 2 day setting is only for Auto-booking. If you create the contract and send it to them they can still sign it and pay without any restrictions. In the example you provided you created the contract and emailed it to her.
