How can I assign a survey to a worker that is not attached to a specific event?

We are attempting to send out availability surveys to some of our workers, but not officially assign them a shift. I have a created a survey to do this, but can't seem to figure out how to email a custom survey to the employees.

when creating a URL for a custom survey you need a quote ID in the URL, and you wouldn't be able to see the results of more than one person so you'd need to create multiple leads and multiple surveys for this to be effective. I like the concept so I'll add this as a feature request to our product development system. We'll let you know if this feature becomes available.
