Any time I try to make any change to this page it stops enforcing the rules. I tested changing my distance method to driving miles, then put it back to straight line. Now it will not enforce minimums.

The Total button is checked and I have rules set.

Neither. I was testing it to see what you meant, but didn't change anything. I think your original test may have had a flaw in it.

One of your delivery methods (the "free" one) is set to not calculate it as a delivery, so the system is assuming the customer will be picking it up at the warehouse and therefor shouldn't restrict based on total and address.

I've switch it to calculate back by address as well. It shouldn't be set to zipcode.
