I have modified the quote request template and there is a large gap/dead space between the customer information and rental choices. Is there any way to tighten this up so the customer does not miss the information on the lower half of the template? I attached a picture of what I am talking about thanks.

You had a height and width set to the fieldset. That was the cause. It's also good to know that setting heights and widths for responsive pages is not a good idea cause it negates the responsive design, that which makes it fit all devices like phones and computers.
